Acceptable Use & Prohibited Items
VultPay escrow may be used only for genuine, lawful trade between a real buyer and a real seller. This policy lists what you may not transact for, and the conduct that is not allowed. It forms part of the Seller Agreement and applies to buyers too. Breaking it can lead to a held transaction, account restriction, reporting to the authorities, and forfeiture of fees.
Two forces shape this list: the law and our AML/CFT obligations in Nigeria, and the rules of the card networks and our payment partners (Paystack and the safeguarding bank), whose acceptable-use rules we must pass through. Sections A and B are firm bans. The Section C categories are approved for use under the conditions stated there; only the specific thresholds (value caps, verification tiers) remain to be tuned.
A. Illegal or universally barred - never permitted
Anything unlawful under Nigerian law, and categories every card network and financial partner prohibits outright:
- Illegal drugs, controlled substances, and drug paraphernalia.
- Weapons, firearms, ammunition, explosives, and their parts.
- Stolen goods, or goods obtained through fraud or theft.
- Counterfeit goods and anything that infringes another party's trademark, copyright, or other IP.
- Child sexual abuse material and any non-consensual or illegal sexual content.
- Human trafficking, human organs or body parts, and any exploitation of persons.
- Endangered or protected wildlife, ivory, and products made from them.
- Hacking tools, malware, stolen data, stolen credentials, or stolen financial-account details.
- Forged documents, fake identification, and academic or professional fraud (e.g. exam impersonation).
- Goods, services, persons, or entities subject to Nigerian or international sanctions.
- Ponzi, pyramid, and other unlawful multi-level or 'get rich quick' schemes.
B. Cash-equivalent & money-movement instruments - not permitted
Escrow is for trade, not for moving money. These instruments carry a high money-laundering and structuring risk (the self-escrow layering typology), are broadly restricted by card networks, and provide no deliverable to base a dispute on - so they are not allowed regardless of legality:
- Cryptocurrency and other virtual or digital assets - prohibited outright, in any form, as a risk-based decision.
- Gift cards, prepaid cards, vouchers, and store credit.
- Currency exchange, foreign exchange, and 'cash for cash' trades.
- Money transfer, remittance, and third-party funds-holding on someone else's behalf.
- Cheque cashing, debt collection, and buying or selling debts.
- Bulk airtime and data resale operated as a money-movement business.
- Loans, lending, and using escrow to disguise a loan or advance.
C. Restricted - allowed only under conditions
These are legitimate for many sellers but carry elevated fraud, chargeback, licensing, or age-restriction risk. They are permitted under the conditions below. The specific value caps and verification tiers are maintained in our internal risk controls and are not published here; counsel should confirm the licensing and age-verification wording.
- High-value portable electronics (phones, laptops) - allowed for identity-verified (NIN/BVN) sellers; higher-value orders may receive additional review before release.
- Alcohol, tobacco, and vaping products - allowed only where the seller is licensed and the buyer is age-verified (18+); otherwise disallowed.
- Prescription medicines, supplements, and medical devices - allowed only for licensed pharmacies/vendors; unlicensed sale disallowed.
- Precious metals, gemstones, and high-value jewellery - allowed with enhanced verification (high laundering risk).
- Motor vehicles and heavy machinery - allowed; high-value, so routed through pre-release review.
- Event tickets and ticket resale - allowed, with a caution on fraud/no-show disputes.
- Real-estate rent deposits (the rent_deposit category) - allowed; the letting must be verified genuine, given impersonation risk.
- Charitable donations (the donation category) - allowed only for a verified, named cause/organiser, given terror-financing and fraud risk.
- Legal adult goods and services - allowed, subject to strict age-verification (18+) and card-scheme (Paystack) compliance; unlawful or non-consensual content remains barred under Section A.
- Freelance services (the freelance_milestone/service categories) - allowed, except services that are themselves prohibited (hacking-for-hire, academic ghostwriting for cheating, fake reviews, forged documents).
D. Prohibited conduct - regardless of the item
Even for an allowed item, you may not use VultPay to:
- Transact with yourself or a colluding party with no genuine underlying trade (self-dealing / layering).
- Structure or split transactions to stay under verification or reporting limits.
- Fund a transaction with a stolen or unauthorised card or account, or someone else's identity.
- Fabricate delivery evidence, or reuse evidence across unrelated transactions.
- Sell, rent, or transfer your VultPay account or API access.
- Use the platform to harass, defraud, or abuse another user.
E. What happens on a breach
Depending on severity, we may decline or reverse a transaction, hold funds pending review, restrict or close the account, retain applicable fees, and - where the law requires - file a suspicious-transaction report and cooperate with law enforcement. The specific enforcement ladder and any appeal path are set by the Seller Agreement.
F. Our right to review and act
We are not obliged to monitor transactions, but we may review any transaction or account for compliance with this policy and act on what we find. We may ask you for information about a transaction (such as what is being sold and to whom) and may hold a release while you respond. Failing to give a reasonable, truthful response is itself a breach. Nothing here requires us to allow a transaction we consider unlawful or outside our partners' rules.
G. Reporting a violation
If you believe someone is using VultPay for a prohibited item or conduct, or you have been targeted by a scam, tell us as soon as possible through the in-product support channel or at support@vultpay.co, with the transaction reference and any evidence. Reports help us protect other users; we handle them confidentially so far as the law and a fair investigation allow.
H. Changes to this policy
We may update this policy as the law, our partners' rules, and emerging fraud patterns change. The version and effective date are shown at the top, and the policy that applies to a transaction is the one in effect when it is created. Material changes will be notified where required.
